There is a procurement methodology called Best Value PIPS that leverages supplier expertise and requires the supplier to write the specification to meet the client objectives. This process is inherently cost controlled and does not require negotiation. The process is gaining world wide acceptance and is facilitated by the Performance Based Studies Research Group out of Arizona State University.
